About the Role
Emanate Technology is seeking an experienced Principal Procurement Officer
to lead strategic ICT procurement initiatives within a large-scale government environment. This role offers the opportunity to work on high-impact projects that support critical business operations, with a strong focus on stakeholder engagement, contract negotiation, and procurement governance.
What You Will Be Doing
- Partnering with technology leaders to understand business priorities and sourcing needs.
- Leading complex ICT procurement activities, ensuring alignment with financial delegations and budget requirements.
- Providing expert advice to senior stakeholders and executives on procurement strategy and execution.
- Preparing high-quality documentation including Significant Procurement Plans, Evaluation Plans, and Reports.
- Managing end-to-end evaluation processes, including supplier engagement and clarifications.
- Drafting and negotiating enforceable contracts using QITC Comprehensive Contract Conditions, incorporating legal advice and stakeholder input.
- Facilitating contract responsibility discussions and ensuring smooth handover to contract management teams.
- Maintaining diligent record-keeping practices across all procurement correspondence.
- Extensive experience in ICT procurement within large-scale organisations.
- Strong knowledge of QITC Government contracting frameworks.
- Proven ability to translate business needs into effective procurement deliverables.
- Expertise in developing evaluation criteria for complex ICT products and services.
- Excellent communication and stakeholder engagement skills.
- Prior experience procuring ICT outsourced services in areas such as:
- Cloud software and managed support services
- Print production and mail dispatch
- Telecommunications and contact centre solutions
