Emanate Technology is partnering with a large public-sector organisation to source an experienced Principal Procurement & Contracts Officer to support complex, high-value procurement activities across multiple categories.
This role is ideal for a senior procurement professional who thrives in complex environments, can lead end-to-end procurement processes, and provides trusted, strategic advice to senior stakeholders.
About the role
You will partner closely with business units to deliver best-practice, compliant procurement and contract management outcomes across a broad portfolio including goods and services, ICT and social services.
Operating as a senior individual contributor, you will lead complex sourcing activities, manage major contracts and standing offer arrangements, and provide high-level procurement advice aligned to Queensland Government policies and legislative frameworks.
What you will be doing
- Leading end-to-end procurement processes for complex, high-value procurements and contracts
- Providing strategic and operational procurement and contract management advice to senior stakeholders
- Developing and delivering sourcing strategies aligned to organisational priorities
- Preparing high-quality procurement documentation, including market approaches, evaluation plans, contracts and briefings
- Establishing and managing standing offer and panel arrangements to drive value and efficiency
- Managing tender processes from planning through to evaluation, negotiation, award and debrief
- Ensuring full compliance with Queensland Government Procurement Policy, probity and governance requirements
- Conducting market analysis, risk assessments and procurement planning activities
- Managing supplier and stakeholder relationships across internal and external groups
- Maintaining clear audit trails and procurement records to support accountability and assurance
- Preparing reports and insights to support spend management and forecasting
- Extensive experience in public-sector procurement and contract management
- Strong understanding of Queensland Government Procurement Policy, legislation and associated frameworks
- Proven experience delivering complex, high-risk or high-value procurement activities
- Demonstrated experience developing and managing sourcing strategies and procurement plans
- Strong contract development, negotiation and administration capability
- High-level stakeholder engagement and communication skills
- Strong analytical and problem-solving abilities in complex environments
- Ability to operate autonomously while collaborating effectively across teams
- Tertiary qualifications in procurement, business or a related discipline
- Professional procurement certifications (e.g. CIPS or equivalent)
- Experience with social procurement, social enterprise or grants
- Exposure to ICT procurement or multi-category procurement portfolios
