Emanate Technology is engaged in an opportunity to support a mid-sized local consultancy to identify a Commercial Manager who will provide policy direction and program delivery to deepen engagement and collaboration with partners across the program of work. Developing and driving new and enhanced ways to foster partnerships and establish a regional balance of power, including through the delivery of infrastructure‐related works and the Security Program. Setting the policy frameworks that govern operations and international engagement. Manage strategic events and work with key regional institutions, to maintain peace, security and prosperity.

Key Responsibilities
- Lead end-to-end procurement and contracting activities across the full lifecycle, from planning and approvals through to evaluation, negotiation, award, and contract execution.
- Prepare and review high-quality procurement and contract documentation, including approval briefs, tender documentation, evaluation plans, negotiation strategies, and contract variations.
- Provide specialist commercial and procurement advice to program and project teams to support compliant, timely, and value-for-money outcomes.
- Engage and coordinate with Commercial, Legal, procurement, and technical stakeholders to progress procurement and contract workstreams.
- Lead commercial aspects of tender evaluations and negotiations, including supplier engagement, clarification processes, and commercial risk assessments.
- Negotiate contract terms and conditions, amendments, extensions, and change requests in alignment with Commonwealth frameworks and client policies.
- Support and advise Contract Managers on contract performance, obligations, vendor issues, and commercial risk mitigation strategies.
- Ensure all procurement and contract activities comply with relevant legislative, regulatory, probity, and financial management requirements.
- Provide vendor and supplier management support, ensuring clear communication, issue resolution, and alignment to contractual deliverables.
- Review commercial and procurement artefacts prepared by other staff to ensure accuracy, compliance, and quality.
- Maintain compliant records and information management across procurement and contract activities.
- Capture procurement and contract data and contribute to periodic commercial and performance reporting.
- Transfer knowledge and build capability within Commonwealth / APS staff through guidance, coaching, and documentation of commercial processes.
- Contribute to planning and coordination of procurement and contract work packages, with supporting project management skills considered beneficial but not the primary focus.
